It could be either, there is vintage & modern jewelry with this mark.  There is another Canadian company that uses that mark - Fifth Avenue Collection.  You can see it here

They also have a website, in either case the stones are probably rhinestones, but good quality rhinestones are still very pretty!

On a sad note--while looking through the site, I discovered that Laurel Burch passed away 9/07. May she rest in peace; her art work was remarkable and very signature 80s-90s.

Well i have another "new" pendant.This one is very unique.It has a silvertone chain,but you slip it over  your head.It has a huge,silver,filigree heart locket that opens up.But if you look at it it resembles a tiny purse.The heart itself is at least 3/4 of an inch thick.If i had a digital camera,i would show you my lovely trinkets.
