Dee, holy cow, that is a horror story for sure. I have always been treated with nothing but kindness by the cashiers in thrifts. How sad!

GW's in the Phoenix area DO NOT collect tax.  Savers do.  Salvation Army does not.  I think it's based on whether a store is listed as a non-profit, not-for-profit, or for-profit store.  Tax codes vary from state to state.

Stores collect tax for the government.  They don't "charge tax."
